Why"s NFL waiting for draft order to be set BEFORE fining Steelers a possible draft choice for Tomlin Incident? Better higher? Better lower?

Dolphin Drama Not Over Til It's Over

In April, documented, but probably all year long, Incognito sent obscene text(s) to Martin

In early October the OL asst. coach Chris Mosely took a leave of absence.  More than unusual. Why?  OL not playing well? Other?

Dolphins, 4-2, beat Cincinnati on a Thursday night, Halloween, in overtime!

Following Monday Martin walks!  he leaves his workplace, leaves his team, not a great thing.  It is said he checked into somewhere for emotional help, and then he went home to his mother and father in California.

Richie Incognito who is in the second year playing with Martin is suspended; Incognito appears to be a friend the other linemen including Martin and has been a bully and dirty player (documented) since high school,

so WHAT'S NEW ???  Why is he the heavy now?  He's always been a heavy.

Please note:  The OL was terrible before The Drama and is terrible after.

Ryan Tannehill has been sacked more than any other QB in the NFL 2013.

Questions:

If Incognito and Martin got along last season, and for 6 games this season, what's the big deal? 

Why a billion words spent on this, millions of dollars for the investigation by the NFL which is taking weeks and weeks and weeks...

Now Incognito is going to be paid, and should be playing,

Do not forget his text using horrible language was one of hundreds and only important when released to the press;  it was sent in April.

I'm afraid Jonathan Martin isn't that talented;  I would like to ask Tannehill, who would know better?

But why, why did Mosley leave the team in early October?  this might be the missing piece to the puzzle.
